Golf rule from Fred July 27th 2019

In answer to a query, My ball hit another player's ball on the putting green. I said that will be a 2 stroke penalty for me. The other player said under the new rules there was no penalty. Rule 13.1d says "there is no penalty ....in stroke play..."  What about match play or Stableford scoring ?

Firstly Stableford scoring is as it says Stableford scoring, but under the playing definition is strokeplay.

Rule 13.1d. deals specifically to the accidental movement of a Ball or Ball marker on the putting green. Under the new rules, a ball or marker accidently moved shall be replaced with no penalty.

Rule 11.1a removes the penalty for a ball in motion striking any person or outside influence but makes an exception for the situation of a ball in motion hitting another ball at rest on the putting green and both balls were on the putting green before the stroke. There is a general penalty of 2 strokes. The offending ball shall be played as it lies and the moved ball shall be replaced.

The previous rule 19 imposes the penalty on strokeplay only, as does the new rules under Rule 11.1a exception.  The Sheriff
