Golf ruling from Fred June 18th 2016

A question from a recent game. A player plays his ball down the fairway into the semi rough, and walks down to the area his ball is likely to be, and finds a strange ball in that area. By definition his ball is lost after a 5 minute search. Feeling aggrieved because the ball is lost and stroke and distance applies he also believes another player has played his ball, what are his options?
If his group are virtually certain another player was seen to play from that area, he may place another ball where his ball was played from and continue without penalty, however with a ball in the “rough” this option can be tenuous because there is a strong possibility his ball may still be in the area, laying in the rough and not identified.
